Default Bluetooth off

I tried all settings but I can't turn the bluetooth on. Anybody can help to switch it on. Tried system prefs, all settings but still can't turn on. Thanks
BTW, the bluetooth thing Im using is a small usb from iogear and it works with other machine.

A few shots in the dark as I go to bed...

battery
good connections
software
driver
is or does it need powered USB port - try others
System prefs has a little


there is a bluetooth firmware updater on my machine
