New or Used monitor 17 to 20 inch.

I am in search of a New or Used monitor 17 to 20 inch. My bro and sisters and I are setting my Mom up with a used PC we got from the brothers work. We think she will enjoy the Email, internet, maybe Facebook or communication tool to her kids and grandkids.

She is over 70, knows nothing about computer/internet. My bro and one sis can maintain it for her.

So looking for a flat screen 17 to 20 inch new or used. I have not looked much locally.
