Boot from non-Apple CD?

I have a Powercenter Pro, and I need to be able to boot from a system CD. Holding down the "C" key doesn't work. It won't boot with any extension set, only extensions off. So, it won't recognize the CD in the Startup disk control panel. (Using FWB for the drive.)

What to do?
